Video problem- connected pc to t.v.? - lcd picture is rolling

I have a GeForce 6600 video card with S-video, and a highlight of my 32 "TV with an S-Video from what I Television Time Warner Cable. I have to uncheck the box and use the TV menu and Sorc You define the S-Video 1 option to the computer display screen. The problem is that I see the table above

Perhaps an exchange of video card with another of known quality.

Have you even allow the S-video, as a second monitor in Display Properties in Windows XP?
